Tomoe is the reason Mongol archers on Tsushima shoot like Tsushima archers, and the reason Ishikawa's Tale is a manhunt.

She was Ishikawa's best pupil before the invasion. Her decision to train the enemy is presented through his account first, which is precisely the trap the Tale sets — his version is not the whole of it.

The story uses her to ask whether a teacher owns what he taught. Ishikawa wants her stopped partly out of duty and partly because her existence is an indictment of him, and the game does not let him separate the two cleanly.
